What AARO means by “unresolved”

AARO does not claim that every UAP report has been solved. In fact, its reports repeatedly acknowledge a substantial number of unresolved cases. The office has received well over a thousand reports, and many remain under review or lack sufficient information for definitive assessment. However, AARO uses “unresolved” in a technical sense. A case may remain unidentified because:

  • Sensor data are incomplete.
  • Witness observations are limited or contradictory.
  • The object was observed only briefly.
  • Critical radar, infrared or telemetry information is missing.
  • The available material cannot distinguish between multiple explanations. In other words, unresolved does not mean investigators found evidence of something extraordinary. It often means investigators do not possess enough information to reach any confident conclusion at all.

Why weak data leaves cases open

A recurring theme in official reviews is that ambiguity can survive for decades when evidence quality is poor.

The difference between “unknown” and “extraordinary”

A useful way to understand AARO’s reasoning is to imagine three separate categories:

  1. Explained cases – balloons, drones, birds, satellites, clutter, sensor effects or other identifiable causes.
  2. Unresolved cases with insufficient evidence – not enough information to determine what occurred.
  3. Confirmed extraordinary cases – evidence demonstrating capabilities or origins beyond known human technology.

AARO argues that many public discussions jump directly from category two to category three. That distinction is central to official scepticism. An unknown object is not automatically an advanced object. An advanced object is not automatically non-human. And a non-human interpretation requires evidence beyond the simple failure to identify something.
