What AARO means by “unresolved”
AARO does not claim that every UAP report has been solved. In fact, its reports repeatedly acknowledge a substantial number of unresolved cases. However, AARO uses “unresolved” in a technical sense. A case may remain unidentified because:
- Sensor data are incomplete.
- Witness observations are limited or contradictory.
- The object was observed only briefly.
- Critical radar, infrared or telemetry information is missing.
- The available material cannot distinguish between multiple explanations. In other words, unresolved does not mean investigators found evidence of something extraordinary. It often means investigators do not possess enough information to reach any confident conclusion at all.

Why weak data leaves cases open
