Introduction
A central test of Sean Kirkpatrick’s credibility is whether he has consistently maintained the distinction between an unresolved UAP case and evidence of alien technology. Throughout his tenure as director of the Pentagon’s All-domain Anomaly Resolution Office (AARO), Kirkpatrick argued that many reports are genuinely unidentified, but that “unidentified” is a description of the current state of knowledge rather than proof of a particular explanation. That distinction sounds simple, yet it sits at the heart of the debate over UFOs and UAPs. Supporters see it as a necessary scientific safeguard. Critics argue that it can become a convenient way to dismiss potentially extraordinary cases. The question is whether the available evidence supports Kirkpatrick’s threshold for moving from “unresolved” to “evidence of non-human technology.” [Scientific American]scientificamerican.comScientific American Here's What I Learned as the U.SGovernment's UFO HunterJan 19, 2024 — A forthcoming investigational report from an office of the Pentagon has found no evidence of aliens…
What unresolved really means in UAP reporting
One of the most common misunderstandings in public discussions is treating “unresolved” and “alien” as interchangeable. They are not the same thing.
In intelligence analysis, aviation safety investigations, and scientific research, an unresolved case simply means that the available evidence is insufficient to reach a confident conclusion. The object may have been a drone, an aircraft, a sensor artefact, a natural phenomenon, or something else entirely. The key point is that investigators lack enough reliable information to determine which explanation is correct.
Kirkpatrick repeatedly argued that this category should not be treated as positive evidence for extraterrestrial technology. AARO’s historical review concluded that although some reports remain unexplained, no government investigation or official review had confirmed a UAP sighting as extraterrestrial technology. The office also reported finding no empirical evidence that any investigated case represented off-world technology. Space [axios]axios.comus ufo pentagon report extraterrestrial reviewinvestigation finds no evidence of confirmed extraterrestrial activity or technologyA recent unclassified report from the U.S. Department… NASA’s independent UAP study reached a similar conclusion. The agency stated that current reports do not justify concluding an extraterrestrial source and that better-quality data are needed before stronger claims can be made. NASA has continued to state that it has found no evidence that UAPs are extraterrestrial. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…
This alignment matters because Kirkpatrick’s position was not unique to AARO. Major official reviews examining the same broad question arrived at similar evidential standards.
Why incomplete data can block identification
The strongest support for Kirkpatrick’s position comes from the practical mechanics of UAP investigations.
Most UAP reports do not involve a perfectly documented event. Instead, investigators often receive some combination of:
- A short eyewitness account.
- A brief video clip.
- Radar data without supporting imagery.
- Imagery without radar data.
- Records collected after the event rather than during it.
- Sensor systems operating outside their ideal conditions.
When data are fragmentary, even ordinary objects can appear extraordinary.
NASA’s independent study highlighted several recurring problems: poor sensor calibration, missing metadata, lack of multiple observation points, and limited contextual information. In many cases investigators simply cannot reconstruct an object’s true distance, size, speed, or trajectory with confidence. [WIRED]wired.comNASA Didn't Find Aliens-but if You See Any UFOs, HollerThe agency stressed the need to shift the conversation from sensationalism to science and eliminate the stigma associated with reporting…
This creates a well-known analytical problem. An object that appears to accelerate dramatically may actually be much closer than assumed. A light source that seems stationary may be moving in a way that is difficult to judge from a single viewpoint. Radar returns can sometimes reflect processing issues, clutter, atmospheric effects, or incomplete tracking data.
Under those conditions, “unidentified” often means that the evidence is too weak to support any explanation, not that the event demonstrates unknown technology.
The gap between anomaly and proof
Kirkpatrick’s credibility on this issue largely depends on whether readers accept a high evidential threshold.
His position can be summarised as follows:
- Some UAP reports are genuinely difficult to explain.
- Some remain unresolved after investigation.
- Neither fact demonstrates extraterrestrial origin.
- Extraordinary conclusions require independent, repeatable, high-quality evidence.
This logic mirrors normal scientific practice. An unexplained observation is a starting point for investigation, not the final answer.
The distinction is particularly important because many widely discussed UAP cases involve unusual behaviour that may appear extraordinary at first glance. Yet unusual behaviour alone does not establish alien origin. Investigators must still demonstrate that alternative explanations have been ruled out and that the observed characteristics are accurately measured rather than products of perception or sensor limitations.
Kirkpatrick has argued that public discussion often skips this step, moving directly from uncertainty to extraordinary conclusions. In his public writings after leaving AARO, he criticised reliance on hearsay, repeated stories, and unsupported claims rather than verifiable evidence. Where Kirkpatrick’s threshold helps
The main strength of Kirkpatrick’s approach is that it prevents investigators from treating ignorance as evidence.
Historically, many famous UFO incidents remained mysterious for years before receiving more conventional explanations. Intelligence agencies, militaries, and scientific bodies have repeatedly encountered cases that looked highly unusual initially but became less mysterious once additional information emerged.
AARO’s historical review argued that many unresolved reports likely fall into this category. The office concluded that additional high-quality information would probably allow numerous currently unidentified cases to be resolved without invoking non-human technology. [Space]space.compentagon ufo office aaro historical report no emprical evidence alien technologyno evidence of 'extraterrestrial origin… The AARO report points out that UAP sightings and beliefs that UFOs represent alien technolog…
This approach also reduces the risk of confirmation bias. If investigators assume an extraterrestrial explanation whenever evidence is incomplete, they may stop looking for more mundane explanations. Kirkpatrick’s threshold forces investigators to separate the existence of a mystery from the explanation of that mystery.
The logic is straightforward: a mystery is evidence of missing information, not necessarily evidence of aliens.
Where critics believe the threshold falls short
Critics generally do not object to requiring evidence. Their concern is whether the threshold can become effectively impossible to meet.
Some argue that highly unusual military encounters deserve greater weight than Kirkpatrick gave them, especially when multiple sensors and trained observers are involved. Others contend that classified information unavailable to the public could alter the picture.
Another criticism is that unresolved cases can accumulate significance collectively even if no single case provides definitive proof. From this perspective, a persistent residue of unexplained reports may indicate that investigators are confronting something genuinely novel.
There is also a transparency issue. Because much UAP reporting occurs within defence and intelligence systems, outside researchers often cannot independently examine the underlying data. As a result, critics sometimes question whether AARO’s conclusions can be fully evaluated by the public.
However, these criticisms do not by themselves demonstrate extraterrestrial technology. They challenge the completeness of the evidence base rather than providing positive proof of a non-human origin.
What this means for assessing Kirkpatrick
For this specific issue, the strongest evidence supports Kirkpatrick’s central distinction. Official investigations, NASA’s independent study, and AARO’s historical review all reached broadly similar conclusions: some UAP reports remain unresolved, but unresolved status is not evidence that the objects are alien spacecraft. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial… [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…
Whether one agrees with every AARO conclusion is a separate question. Critics may reasonably dispute investigative methods, transparency, or case-specific judgements. Yet the narrower claim—that unexplained sightings are not automatically proof of non-human technology—remains consistent with standard scientific and intelligence practice.
As a result, this particular aspect of Kirkpatrick’s credibility rests less on proving what UAPs are and more on maintaining a disciplined distinction between what is known, what is suspected, and what remains unknown. In the current public record, unresolved UAP cases demonstrate continuing uncertainty. They do not, on their own, demonstrate extraterrestrial origin.
