Introduction
Sean Kirkpatrick’s appearance before the Senate Armed Services Subcommittee on Emerging Threats and Capabilities on 19 April 2023 became one of the most important public tests of his credibility as director of the All-domain Anomaly Resolution Office (AARO). Unlike television interviews or opinion pieces, Senate testimony placed him under questioning from elected officials responsible for oversight of defence and intelligence activities. The hearing therefore carried greater evidential weight than ordinary public commentary. At the same time, it exposed an important limitation: much of what Kirkpatrick said rested on classified investigations that the public could not independently inspect. The hearing strengthened his standing as an official source on AARO’s work, but it did not resolve wider disputes about what evidence remained hidden from public view. What Kirkpatrick claimed under congressional questioning
Kirkpatrick presented AARO as a national-security and intelligence effort rather than a programme designed to confirm extraordinary UFO claims. He told senators that AARO was investigating more than 650 cases and was focused on characterising, understanding and attributing reports, especially those occurring near areas of defence importance. The statement that attracted the most attention was his assessment that AARO had found “no credible evidence” of extraterrestrial activity, off-world technology, or objects that violated known laws of physics. He did not claim that every report had been solved. Instead, he argued that unresolved cases generally reflected insufficient data, incomplete sensor information, or ongoing analysis rather than proof of non-human technology. The hearing also featured examples intended to show how AARO approached evidence. Kirkpatrick presented videos of unidentified objects, including a metallic-looking orb recorded by an MQ-9 drone. Rather than treating such footage as proof of extraordinary technology, he walked senators through how investigators examined sensor data, image artefacts, compression effects and alternative explanations before reaching conclusions. In one case, AARO assessed that apparently unusual motion was likely related to sensor effects rather than anomalous flight characteristics. From a credibility perspective, this was significant because Kirkpatrick was not asking Congress to accept unexplained footage as evidence of alien craft. His testimony consistently framed unidentified objects as intelligence and safety questions requiring further investigation, not as confirmation of extraordinary claims. How the hearing strengthened his institutional standing
The strongest credibility gain from the hearing came from the setting itself. Kirkpatrick appeared as the official responsible for the Pentagon’s newly established UAP investigation office and testified in a formal oversight proceeding. Senators questioned him about AARO’s mission, budget, data collection methods and investigative processes. This distinguished his statements from those of commentators, activists or media personalities because he was speaking on behalf of a government office with statutory responsibilities. The hearing also demonstrated a level of procedural transparency. Rather than simply asserting conclusions, Kirkpatrick described how AARO attempted to improve reporting systems, obtain access to raw sensor data and standardise analysis across government agencies. Senator Kirsten Gillibrand’s opening remarks highlighted expectations that AARO would gain better access to sensor information and reduce blind spots in the reporting process. gillibrand.senate.gov
Another factor that strengthened his standing was his willingness to acknowledge uncertainty. He did not claim that all cases had been explained. Instead, he repeatedly separated identified cases, unresolved cases and cases requiring additional data. That distinction aligned with standard intelligence-analysis practice and gave his testimony a more measured tone than either strong sceptical dismissal or strong disclosure advocacy. For supporters, this hearing showed a technically trained official attempting to apply analytical standards to a field often dominated by speculation. The fact that portions of the overall briefing were conducted in both open and classified settings also reinforced the perception that Congress was receiving more information than the public could see. What remained unanswered after the testimony
The hearing strengthened Kirkpatrick’s institutional credibility, but it did not settle the broader debate over UAPs. The central limitation was that many of the underlying cases remained classified. Members of the public could hear his conclusions, but they could not independently review all of the evidence on which those conclusions rested. [Senate Armed Services Committee]armed-services.senate.govDate: Wednesday,Senate Armed Services CommitteeHearing: [2023-04-19] Open/Closed: To receive testimony…19 Apr 2023 — To receive testimony on the missi…
A second unresolved issue involved historical allegations of secret crash-retrieval or reverse-engineering programmes. Kirkpatrick’s April 2023 testimony focused primarily on AARO’s investigative mission and current casework. It did not provide a publicly inspectable resolution to claims that would later become central to congressional disputes during 2023 and beyond. As a result, critics argued that the hearing demonstrated process rather than proof. Some UAP advocates also contended that the absence of publicly presented extraordinary evidence did not necessarily prove that no such evidence existed. From that perspective, Kirkpatrick’s statements reflected the limits of what AARO had verified rather than a definitive refutation of all extraordinary claims. Supporters of his approach countered that the burden of proof rests on those making extraordinary assertions and that AARO had not found evidence meeting that standard. The Senate test in retrospect
As a credibility test, the April 2023 Senate hearing largely succeeded in demonstrating that Kirkpatrick operated as a cautious government investigator rather than a promoter of extraordinary UFO narratives. His testimony showed familiarity with the data available to AARO, explained investigative methods and maintained clear distinctions between known, unknown and unresolved cases. However, the hearing also highlighted the inherent weakness of institutional credibility in classified environments. Congress could question him directly, but the public often had to evaluate his conclusions without seeing all supporting evidence. Consequently, the hearing strengthened confidence in Kirkpatrick’s role and process while leaving room for continuing disagreement over whether AARO’s public disclosures were sufficient to justify its conclusions.
