When Does a UAP Sighting Become Strong Evidence?
Kirkpatrick's standard relies on calibrated multi-sensor data that can be independently checked rather than a single report or video.

Introduction
For Sean Kirkpatrick, the key question is not whether a UAP sighting is unusual, but whether the available data are strong enough to support reliable conclusions. As the first director of the U.S. Department of Defense’s All-domain Anomaly Resolution Office (AARO), Kirkpatrick repeatedly argued that a compelling UAP case requires more than a striking video, a radar track, or a witness account viewed in isolation. His standard is closer to the evidential standards used in intelligence analysis, aerospace investigations, and scientific research: multiple independent measurements, known sensor performance, accurate timing, and enough contextual information to reconstruct what actually happened. This approach sits at the heart of his scepticism. Kirkpatrick has not generally claimed that all UAP reports are mistaken. Rather, he has argued that many apparently extraordinary observations cannot be evaluated properly because crucial information is missing. NASA’s 2023 independent UAP study reached a similar conclusion, identifying poor calibration, missing metadata, and a lack of multiple measurements as major barriers to reliable analysis. When Does a UAP Sighting Become Strong Evidence?
Under Kirkpatrick’s framework, a sighting becomes strong evidence when investigators can move beyond appearance and estimate physical reality. The central challenge is determining whether an object truly exhibited unusual behaviour or merely appeared to do so because of perspective, sensor limitations, or incomplete data.
A video showing a bright object crossing a screen may look impressive, but without information about range, altitude, sensor settings, aircraft movement, and environmental conditions, investigators often cannot calculate the object’s true speed, size, or trajectory. In practical terms, the object may be behaving normally even though it appears anomalous. [AARO]aaro.milObservers submitting a UAP report…Read more…
Kirkpatrick’s standard therefore focuses on whether analysts can answer basic questions:
- How far away was the object?
- How fast was it actually moving?
- Was it accelerating?
- Was it manoeuvring intelligently or simply drifting?
- Can different sensors confirm the same behaviour?
- Can ordinary explanations be excluded using the available data?
If those questions cannot be answered with reasonable confidence, the case may remain unidentified but not necessarily evidentially strong. The Limits of Single-Sensor Reports
One of Kirkpatrick’s most consistent themes is that single-sensor observations are inherently vulnerable to misinterpretation.
A radar return alone can be affected by tracking errors, atmospheric effects, software filtering, or incomplete information. An infrared video may reveal a heat signature but not distance. A visual sighting by a pilot may be sincere yet still provide limited information about an object’s actual size or speed.
AARO has publicly highlighted how forced perspective and parallax can create misleading impressions. When an aircraft carrying the sensor is moving rapidly, a distant object can appear to race across the field of view. Without precise range data, analysts may greatly overestimate speed or size. AARO’s published guidance specifically notes that stationary or slow-moving objects can appear to move dramatically because of geometry and observer motion. [AARO]aaro.milGo Fast Case Resolution Card Methodology FinalAAROAARO GoFast Case ResolutionFeb 6, 2025 — The sensor display does contain enough information to find a speed, relative heading, and al…
This issue helps explain why Kirkpatrick has often resisted claims that a single military video demonstrates advanced technology. His position is that dramatic appearance is not equivalent to measured performance.
The later AARO analysis of the well-known “Go Fast” incident illustrates this approach. Rather than focusing on the visual impression created by the footage, investigators attempted to derive speed, altitude, heading, and environmental context from the sensor data itself. The analysis concluded that apparent extraordinary motion could be explained through geometry and observational effects rather than exotic propulsion. Critics dispute aspects of those conclusions, but the methodology reflects Kirkpatrick’s broader evidential standard: calculate first, speculate later. Why Metadata Matters as Much as the Image
One of the least glamorous but most important parts of Kirkpatrick’s proof standard is metadata.
Metadata includes information such as:

NASA’s independent study emphasised that missing metadata is one of the biggest obstacles in UAP analysis. A sharp image without accompanying contextual information may be far less useful than a less dramatic image accompanied by complete sensor records. In Kirkpatrick’s view, UAP investigations face the same challenge. A visually impressive clip that cannot be reconstructed analytically provides limited evidential value compared with a thoroughly documented event.
This emphasis on metadata also explains why AARO and NASA have advocated more standardised reporting procedures and improved collection methods. Better documentation does not guarantee identification, but it improves the odds that a future case can be analysed rigorously. How Multi-Sensor Confirmation Raises Confidence
The strongest cases in Kirkpatrick’s framework are those where independent sources of information converge on the same conclusion.
For example, a hypothetical UAP event becomes significantly more persuasive if:
- Radar tracks an object.
- Infrared sensors record the same object.
- Optical systems observe it visually.
- Flight telemetry confirms the observing platform’s position.
- Environmental data rule out weather phenomena.
- Independent observers report the same event.
Each additional source reduces the likelihood that a single instrument is generating a misleading result.
NASA’s UAP study highlighted the value of combining optical, infrared, and radar measurements. The report noted that very few public cases contain all of these elements simultaneously, which is one reason many incidents remain unresolved. The goal is not merely to collect more sightings but to integrate diverse streams of information into a single coherent reconstruction. When multiple calibrated systems agree, confidence rises substantially because different sensors have different weaknesses. Why “Unresolved” Is Not the Same as “Extraordinary”
A recurring source of disagreement between Kirkpatrick and some UAP advocates concerns the meaning of unresolved cases.
Supporters of stronger UAP disclosure often argue that if a case remains unexplained after investigation, it deserves greater weight. Kirkpatrick’s position has generally been more cautious. An unresolved case may simply lack sufficient information to reach a conclusion.
This distinction is important. A case can be:
- Identified.
- Probably identified.
- Genuinely unresolved.
- Supported by enough evidence to suggest unusual performance.
These categories are not identical.
An unresolved report might still be based on incomplete data, missing range information, or insufficient sensor coverage. Under Kirkpatrick’s standard, the absence of an explanation does not automatically become evidence for advanced technology or non-human origin. Instead, the quality of the measurements determines how much confidence can be placed in any interpretation. The Practical Threshold Behind Kirkpatrick’s Scepticism
The most concise way to understand Kirkpatrick’s proof standard is that he treats UAP investigations as measurement problems rather than mystery stories.
A compelling UAP case is not merely one that looks strange. It is one supported by calibrated sensors, complete metadata, accurate timing, independent confirmation, and enough information to reconstruct the event quantitatively. Single videos, isolated radar returns, and eyewitness reports may trigger an investigation, but they rarely satisfy the evidential threshold he regards as necessary before considering extraordinary explanations. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt present, analysis of UAP data is hampered by poor sensor calibration, the lack of multiple me… [NASA]science.nasa.govNASA ScienceUAP FAQs6 days ago — The UAP independent study team's main focus for the report was to come up with a way in which to evaluat…
That standard remains controversial. Critics argue it sets the bar so high that many genuinely anomalous incidents will never qualify. Supporters argue that extraordinary claims require precisely this level of scrutiny. Regardless of where one falls in that debate, the requirement for calibrated, multi-sensor, independently verifiable data is one of the clearest and most consistent features of Kirkpatrick’s public approach to UAP credibility.
