Introduction
Within the wider debate over KONA BLUE and alleged recovered UAP materials, one of the most revealing features of the proposal was not a laboratory, warehouse or reverse-engineering facility. It was an oral-history programme. The proposal envisioned interviewing retired officials, military personnel, contractors and intelligence-linked figures in order to locate information that advocates believed already existed elsewhere. That distinction matters when assessing James Lacatski and related claims. The oral-history effort suggests that KONA BLUE was designed to search for evidence and leads, not to manage a stockpile of proven recovered technology already under its control. Publicly released records show a programme structured around gathering testimony, documents, photographs, reports and possible samples from outside sources. They do not show that KONA BLUE possessed such materials itself. Was KONA BLUE chasing evidence or holding it?
The public record released through AARO and declassified Department of Homeland Security documents presents KONA BLUE as a proposed mechanism for finding and consolidating information that its advocates believed was scattered across government and contractor networks. According to AARO, supporters of the programme believed hidden UAP-related technologies existed within classified structures and argued that a new protected programme could bring those activities under a more accountable framework. That belief shaped the design of the project. Rather than beginning with a catalogue of recovered artefacts already transferred into DHS custody, the proposal contemplated a search process. The oral-history initiative was one of the primary methods by which advocates hoped to identify where relevant information, records and possibly physical material might be located. For readers evaluating Lacatski’s credibility, this is an important evidential distinction. A plan to collect testimony can demonstrate that programme advocates sincerely believed additional evidence existed. It does not, by itself, demonstrate that the evidence had been verified.
Who the oral-history effort aimed to reach
The proposal described an interview programme directed at what it called an already identified group of former insiders. According to the released documents, the target population included retired or previously highly placed individuals from government, the armed services, defence contractors and the intelligence community. The wording is significant because it reveals the expected source of information. KONA BLUE’s planners were not primarily looking to gather new eyewitness reports from the public. Instead, they were seeking testimony from people believed to have had access to sensitive programmes, restricted technologies or historical records. [Wikisource]en.wikisource.orgPage:AARO Historical Record Report Volume 1 2024WikisourcePage:AARO Historical Record Report Volume 1 2024.pdf/356 May 2024 — The oral history project will include gathering all informa…
In practical terms, the oral-history effort appears to have been conceived as an intelligence-gathering exercise. Participants would be asked what they knew, who else might know more, where records might be stored, and whether supporting evidence existed. Such an approach is common when investigators suspect that knowledge is dispersed across multiple organisations and decades of personnel turnover.
The proposal therefore reveals an assumption: advocates believed there was a hidden trail that could be reconstructed through former insiders. Whether that assumption was correct is a separate question.
Claims, records, photographs and samples as leads
One of the most discussed passages in the released material describes the intended scope of the oral-history project. The proposal stated that investigators would seek information concerning the location of advanced aerospace technology and biological samples, including records, files, reports, photographs and physical samples. [Wikisource]en.wikisource.orgPage:AARO Historical Record Report Volume 1 2024WikisourcePage:AARO Historical Record Report Volume 1 2024.pdf/356 May 2024 — The oral history project will include gathering all informa…
This list is often cited by supporters as evidence that programme planners were pursuing something more substantial than rumours. The proposal explicitly contemplated the possibility that documentary records and physical evidence might exist. If nothing beyond stories were expected, there would be little reason to mention files, photographs and samples. [Wikisource]en.wikisource.orgPage:AARO Historical Record Report Volume 1 2024WikisourcePage:AARO Historical Record Report Volume 1 2024.pdf/356 May 2024 — The oral history project will include gathering all informa…
At the same time, sceptics emphasise a different point: the language concerns locating such material, not documenting material already in hand. The proposal treated these items as investigative targets. It did not present them as inventoried assets under KONA BLUE control. This distinction is central to the evidence trail:
- Testimony would identify potential sources.
- Documents and photographs would serve as possible corroboration.
- Physical samples would be sought if interviewees could point investigators towards them.
- Follow-up investigation would be required before any claim could be validated.
The proposal therefore describes a chain of inquiry rather than a completed evidential case.
Why testimony is not the same as possession
A recurring problem in UAP debates is the tendency to blur together three different categories of evidence:
- Claims that something exists.
- Testimony from people who say it exists.
- Verified possession of the thing itself.
The oral-history component of KONA BLUE sat primarily in the second category. Its purpose was to gather statements and leads from people believed to have relevant knowledge. Even if every interview had been conducted successfully, the resulting testimony would still have required independent verification. Documents would need authentication, photographs would need provenance, and alleged physical samples would need confirmed chain-of-custody records. This is particularly relevant to James Lacatski because his public statements and writings have often been interpreted as implying that insiders possessed knowledge of recovered technologies. The KONA BLUE proposal shows that programme advocates were sufficiently uncertain about the location and accessibility of that information that they planned a structured search for it. That fact neither disproves nor confirms the underlying claims. It simply shows that advocates regarded the evidence trail as incomplete. What AARO says happened to the evidence trail
AARO’s historical review reaches a conclusion that directly affects how the oral-history plan should be interpreted. According to AARO, KONA BLUE never became an operational Special Access Program, never received funding for its proposed mission, and never obtained any data or material under DHS authority. AARO further states that no extraterrestrial craft or bodies were ever collected through the programme and that such material was assumed to exist by programme advocates rather than demonstrated through programme operations. That assessment does not establish that all underlying claims were false. Rather, it establishes that the oral-history initiative never progressed far enough to test many of those claims. The proposed interviews, document collection efforts and searches for physical evidence were largely plans on paper rather than completed investigative work. As a result, the evidential value of the oral-history proposal lies less in what it discovered than in what it reveals about the thinking of its architects. They believed important information might exist within retired official, military, contractor and intelligence networks. They designed a mechanism to locate it. Publicly available records, however, do not show that the mechanism was ever fully implemented or that it produced verified recovered materials.
What this means for assessing Lacatski
The oral-history plan strengthens one narrow conclusion and weakens another.
It strengthens the conclusion that figures associated with KONA BLUE, including Lacatski, were pursuing what they regarded as a serious search for hidden information. The proposal was structured around identifying witnesses, tracing records and locating evidence through people believed to possess insider knowledge. [Wikisource]en.wikisource.orgPage:AARO Historical Record Report Volume 1 2024WikisourcePage:AARO Historical Record Report Volume 1 2024.pdf/356 May 2024 — The oral history project will include gathering all informa…
It weakens the stronger inference sometimes made in public discussions: that KONA BLUE itself proves the existence of recovered non-human craft or biological material. The released documents show a programme attempting to find and assemble evidence, not one demonstrably holding such evidence. According to AARO’s findings, the programme never obtained the materials it hoped to investigate and never advanced beyond the proposal stage. [aaro.mil]aaro.milDHS Kona Blue5 Feb 2024 — All pertinent DHS records have been searched and no additional information associated with the KONA BLUE PSAP has been disco… [U.S. Department of War]media.defense.govDOPSR 2024 0263 AARO HISTORICAL RECORD REPORT VOLUME 1 2024Department of WarAARO Historical Record Report Volume 1March 9, 2024 — 8 Mar 2024 — SECTION I: Introduction. For credibility assessment, the oral-history initiative is therefore best understood as an investigative roadmap. It documents what programme advocates thought might be discoverable and where they believed the trail could lead. It does not, by itself, establish that the destination had already been reached.
