Can credible UAP witnesses still be wrong?
Kirkpatrick's supporter case depends on the idea that credible insiders can honestly misread compartmented programmes.

Introduction
One of the strongest arguments made by supporters of Sean Kirkpatrick is not that every UAP witness is mistaken, but that even highly credible witnesses can draw incorrect conclusions when they encounter information from heavily compartmented national-security programmes. In this view, credibility and accuracy are related but not identical. A military officer, intelligence analyst, contractor or pilot may be honest, experienced and acting in good faith while still misunderstanding what they have seen, heard or been told.
This idea sits at the centre of Kirkpatrick’s defence of the All-domain Anomaly Resolution Office (AARO). Rather than portraying whistleblowers and officials as deliberate fabricators, AARO repeatedly argued that many extraordinary claims emerged from genuine confusion about classified activities, fragmented access to information and the tendency of rumours to accumulate authority over time. According to AARO’s historical review, some witnesses appear to have associated real but highly restricted government programmes with extraterrestrial explanations despite lacking full visibility into those programmes. Can credible UAP witnesses still be wrong?
The answer, from Kirkpatrick’s perspective, is yes.
A recurring feature of modern UAP debates is the assumption that a witness’s credentials can validate a claim. Military pilots, intelligence officers and defence contractors are often presented as inherently more reliable than ordinary observers. Supporters of Kirkpatrick generally accept that these people deserve to be taken seriously, but argue that serious consideration is not the same as confirmation.
This distinction is important because many prominent UAP allegations are not based on direct observation of alien technology. Instead, they often involve second-hand accounts, conversations inside classified environments, rumours circulating among cleared personnel, or interpretations of restricted programmes that the witness could not fully access. A witness may therefore be accurately reporting what they were told while still conveying information that is incomplete or incorrect. Kirkpatrick repeatedly argued that the key question is not whether a witness is trustworthy in a personal sense, but whether the underlying claim can be independently verified through documents, physical evidence, programme records, sensor data or multiple genuinely independent sources. How classified programmes create mistaken associations
Supporters of Kirkpatrick point to a long-established problem within intelligence and defence organisations: compartmentalisation.
Many sensitive programmes operate on a strict need-to-know basis. Personnel may know only a small part of a project, while remaining unaware of its broader purpose. In such environments, unusual observations can generate speculation. If someone encounters unexplained technology, unusual security procedures or incomplete information, they may fill the gaps with assumptions.
AARO’s 2024 historical report argued that this dynamic helps explain why some people came to believe that hidden extraterrestrial-recovery programmes existed. According to the report, investigators found instances where interviewees had linked authentic classified US government programmes to alien or extraterrestrial activity despite those programmes having conventional national-security purposes. AARO stated that these programmes were understood by officials who had authorised access, but were misinterpreted by others who lacked the full context. [U.S]facebook.comFacebookU.S. Department of War"I wish to emphasize that we believe most of the individuals repeating these claims did so without malice o…. Department of War
Supporters see this as a more plausible explanation than assuming a vast decades-long alien-recovery effort has remained hidden while leaving little verifiable evidence. Under this interpretation, secrecy itself becomes part of the mechanism that generates UFO stories.
Several factors can contribute to such confusion:
- Partial access: Individuals may know a programme exists but not understand its actual objective.
- Security barriers: Questions cannot always be answered openly because the information is classified.
- Rumour amplification: Informal explanations spread through professional networks.
- Assumptions based on unusual technology: Advanced aerospace or intelligence systems may appear extraordinary to those outside the compartment.
- Retrospective interpretation: Later UFO narratives can reshape how earlier experiences are remembered and described.
These mechanisms do not require dishonesty. They require only incomplete information.
Why supporters think this explains some whistleblower claims
Kirkpatrick’s supporters often apply this framework to modern allegations about crash-retrieval or reverse-engineering programmes.
AARO’s historical review concluded that it found no verifiable evidence that the US government or private industry possessed extraterrestrial technology. The office also argued that many allegations about hidden programmes either referred to programmes that did not exist, programmes that had been misunderstood, or programmes unrelated to extraterrestrial technology. [U.S]facebook.comFacebookU.S. Department of War"I wish to emphasize that we believe most of the individuals repeating these claims did so without malice o…. Department of War [2U.S. Department of War]facebook.comFacebookU.S. Department of War"I wish to emphasize that we believe most of the individuals repeating these claims did so without malice o…
Within this interpretation, a whistleblower can be entirely sincere while still describing a mistaken conclusion. A person may hear claims from respected colleagues, encounter unusual security restrictions, or be denied access to a compartmented programme. The denial itself can then become evidence, in their mind, that something extraordinary is being concealed.
Supporters argue that this mechanism helps explain how intelligent and experienced people can arrive at dramatic beliefs without requiring fraud. AARO’s findings specifically emphasised that many individuals appeared to be repeating claims in good faith rather than attempting to deceive the public. Acting AARO director Tim Phillips stated that the office believed most people repeating such stories did so “without malice” and without intending to mislead. [Facebook]facebook.comFacebookU.S. Department of War"I wish to emphasize that we believe most of the individuals repeating these claims did so without malice o…
For Kirkpatrick’s defenders, this point is crucial because it allows respect for witnesses while still challenging their conclusions.
A concrete example: when secrecy resembles evidence
A common feature of conspiracy theories is that missing information becomes interpreted as proof.
Supporters of Kirkpatrick argue that classified environments are especially vulnerable to this effect. If a person sees unusual activity and is then told they cannot access further details, several explanations are possible:
- The programme may involve advanced but conventional defence technology.
- The programme may involve intelligence collection methods.
- The programme may concern a foreign adversary.
- The programme may involve something genuinely anomalous.
The difficulty is that outsiders often cannot distinguish between these possibilities.
AARO’s historical report suggested that some stories about hidden UFO programmes emerged precisely because witnesses encountered real classified activities but lacked enough information to understand them correctly. The report concluded that authentic classified programmes were sometimes incorrectly associated with extraterrestrial narratives. [U.S]facebook.comFacebookU.S. Department of War"I wish to emphasize that we believe most of the individuals repeating these claims did so without malice o…. Department of War
Supporters therefore see classified-program confusion as a structural problem rather than a personal failing.
Where this explanation helps
The “honest mistake” model offers several strengths.
First, it avoids a false choice between complete belief and complete dismissal. Witnesses can be credible, observant and sincere while still reaching incorrect conclusions.
Second, it explains why similar stories may circulate across different institutions. People operating within the same defence and intelligence culture can be exposed to the same rumours, assumptions and fragments of information. What appears to be multiple independent confirmations may sometimes trace back to a common origin. This is closely related to AARO’s broader concern about circular reporting. Third, it fits known historical examples where secret aerospace projects were initially interpreted as something extraordinary. Public confusion surrounding classified aircraft programmes during the Cold War demonstrated how genuine secrecy can generate speculation that persists for decades. Where the argument has limits
The classified-confusion explanation is not a complete answer to every UAP claim.
Critics of Kirkpatrick argue that invoking misidentification or compartmentalisation can become too convenient if it is used to dismiss allegations without addressing specific evidence. Some whistleblowers maintain that they possess information they cannot disclose publicly and argue that official investigations have not had access to all relevant compartments. Others contend that AARO’s conclusions depended heavily on the evidence available to the office rather than proving that every extraordinary claim was false. [Time]time.comintelligence official, testified before Congress, alleging that the U.S. government has been concealing a longstanding program focused on…
There is also a logical limit to the argument. The fact that some witnesses may have misunderstood classified programmes does not automatically mean all witnesses did. Each claim still has to be evaluated individually on its own evidence.
For that reason, the strongest version of Kirkpatrick’s position is not that sincere witnesses are always wrong. It is that sincerity alone cannot establish the truth of a claim, particularly in environments where secrecy, compartmentalisation and restricted access can produce genuine misunderstanding.
Within the broader debate over Sean Kirkpatrick’s credibility, this remains one of the most important points raised by his supporters. They argue that the existence of honest witnesses is not itself evidence of extraterrestrial technology. Instead, it may be evidence of how difficult it is to interpret fragmented information inside highly classified systems.
