Why a review board changed the credibility question
The most significant difference between the original Schumer–Rounds proposal and AARO was the proposed independent review board.
The Senate proposal was modelled in part on the framework used for JFK assassination records. It envisioned a panel outside the ordinary chain of command that would review records, evaluate claims for continued secrecy, and oversee disclosure decisions. What disclosure could and could not prove
A common misunderstanding is that the Schumer–Rounds framework would have proved or disproved extraordinary UAP claims.
It would not.
A records-disclosure process cannot automatically establish that alien technology exists, that crash-retrieval programmes operated, or that whistleblower allegations are true. Disclosure systems reveal documents and preserve records; they do not guarantee that those records contain the claims advocates expect to find. If extensive archives were released and contained no evidence supporting major allegations, that outcome could strengthen AARO’s conclusions.
