Introduction

The argument between David Grusch and the Pentagon’s All-domain Anomaly Resolution Office (AARO) is not only about whether hidden UAP programmes exist. It is also a dispute over what kind of testimony should count as credible before physical proof becomes public. Grusch’s most dramatic allegations were largely based on information he said he received from people with direct access to highly classified programmes. AARO, led by Sean Kirkpatrick during the most visible phase of the controversy, argued that claims require verification through records, access, documents, materials and directly testable evidence before they can be accepted. Hearsay test illustration 1 That tension creates a difficult credibility problem. Intelligence investigations often begin with protected witnesses, compartmented information and second-hand reporting. Yet public audiences usually expect direct witnesses, documents or physical evidence before accepting extraordinary claims. The Grusch-AARO dispute sits precisely in that gap.

What Grusch Said He Knew Directly

A key distinction often gets lost in public discussion: Grusch did not present himself as a crash-retrieval engineer or someone who personally handled alleged non-human craft.

Instead, his central claim was that, during official intelligence work, he interviewed or received information from people who allegedly had direct knowledge of secret UAP programmes. He testified that he had been informed of a long-running crash-retrieval and reverse-engineering effort and that he had supplied information through official oversight channels. His direct knowledge concerned what he learned during authorised investigative duties, not personal observation of recovered craft. [The Guardian]theguardian.comThe GuardianUS conducted 'multi-decade' secret UFO program, ex-…26 Jul 2023 — On Wednesday, Grusch repeated some of those claims – alt…

This creates two separate questions:

  • Whether Grusch genuinely interviewed sources who claimed direct access.
  • Whether those sources were themselves accurate.

Those are not the same issue.

Supporters argue that intelligence officers routinely work through witness reporting rather than personal observation. From that perspective, Grusch’s role resembles an investigator compiling testimony rather than a witness claiming to have seen an object himself.

Critics respond that the public claims become weaker each time another layer is added between the alleged event and the audience hearing about it. A person who heard from someone who heard from someone else may be reporting honestly while still passing along incorrect information.

This distinction matters because many headlines compressed the story into “whistleblower says government has alien craft”, while the underlying evidential chain was often much longer and more indirect. How AARO Treated Indirect Testimony

Sean Kirkpatrick’s public position was not simply that witnesses were mistaken. His argument was that testimony alone could not establish the existence of hidden non-human technology programmes without corroborating evidence.

AARO’s historical review stated that it examined claims involving named people, locations, documents and alleged reverse-engineering activities. According to the office, those investigations did not produce evidence supporting the existence of extraterrestrial recovery programmes. The report stated that claims were checked against records, interviews and institutional archives and that no empirical evidence was found for reverse-engineering of extraterrestrial technology. [Wikisource]en.wikisource.orgSection 2WikisourceReport on the Historical Record of US Government…10 May 2024 — AARO found no empirical evidence for claims that the USG and…Published: May 2024

The office also described interviews with executives and technical personnel from companies repeatedly named in UAP rumours. According to AARO, those individuals denied possessing or studying off-world technology. From Kirkpatrick’s perspective, a witness claiming that another witness possessed knowledge was only the starting point of an investigation. The standard he repeatedly described was independent verification. In congressional testimony, he said AARO had found no credible evidence of extraterrestrial technology or objects that violated known physics. [The American Legion]legion.orgThe American Legion'No credible evidence' of UFO activity has been found…20 Apr 2023 — “I state clearly for the record that in our re…

This approach reflects a traditional intelligence and scientific standard: testimony can generate leads, but conclusions require corroboration.

The Circular Reporting Problem

One of Kirkpatrick’s most important criticisms focused on what investigators call circular reporting.

In a Scientific American essay, he argued that many dramatic UAP allegations resembled a closed information loop in which different individuals appeared to confirm the same story, but ultimately traced back to a small number of original sources. [Scientific American]scientificamerican.comScientific American Here's What I Learned as the U.SGovernment's UFO Hunter19 Jan 2024 — A forthcoming investigational report from an office of the Pentagon has found no evidence of aliens…

The Wall Street Journal later reported Kirkpatrick describing the situation as a “textbook example of circular reporting”, with multiple people repeating information that often originated from the same limited network of believers, researchers or former officials. This problem is significant because apparent corroboration can be misleading.

Imagine five witnesses independently describing a hidden programme. If all five learned the story from the same original source, investigators do not have five independent confirmations. They effectively have one source repeated five times.

Supporters of Grusch reject the idea that all relevant testimony came from a small circle. They point to claims that multiple individuals with alleged first-hand knowledge have spoken to inspectors general, congressional staff or investigators in classified settings. Some congressional supporters have likewise said they have heard from individuals claiming direct knowledge of legacy UAP programmes. The difficulty is that most of those alleged direct witnesses remain unidentified publicly, making independent assessment impossible for outside observers.

Hearsay test illustration 2

Why Classified Channels Complicate Public Judgement

The strongest argument in favour of taking second-hand testimony seriously is that genuinely classified programmes cannot be exposed through ordinary public evidence.

If a witness reveals classified names, locations, contracts or technical details publicly, they may face legal consequences. As a result, whistleblower systems exist precisely because sensitive information often cannot be disclosed openly.

Grusch and his supporters have repeatedly argued that much of the relevant evidence was provided through protected government channels rather than public media appearances. Under this view, the absence of public documents does not automatically mean evidence does not exist. It may simply remain inaccessible. [The Guardian]theguardian.comThe GuardianUS conducted 'multi-decade' secret UFO program, ex-…26 Jul 2023 — On Wednesday, Grusch repeated some of those claims – alt…

However, secrecy creates a symmetrical problem.

The public cannot independently verify what has supposedly been provided behind closed doors. A claim that “evidence exists but remains classified” may be true, partly true or completely mistaken. Outsiders lack the information needed to judge.

This is one reason the Grusch-AARO dispute became so polarised. Both sides could appeal to information unavailable to the public:

  • Grusch could argue that crucial evidence remained classified.
  • AARO could argue that classified investigations failed to confirm the claims.

The audience was left evaluating competing assertions about evidence that it could not directly examine.

Why Direct Witnesses Usually Carry More Weight

In most investigative fields, evidence is often ranked according to proximity.

A rough hierarchy looks like this:

  1. Physical evidence with documented chain of custody.
  2. Documents whose authenticity can be verified.
  3. Direct witnesses describing personal observation.
  4. Contemporary records of witness testimony.
  5. Second-hand testimony.
  6. Rumour and unattributed claims.

The hierarchy does not mean second-hand testimony is worthless. Many major investigations begin with hearsay. Intelligence agencies, police services and congressional investigators regularly pursue leads generated by indirect reporting.

The issue is confidence.

A direct witness can be questioned about what they personally saw, when they saw it and how they know it. A second-hand witness can only describe what someone else told them. Every additional layer introduces opportunities for misunderstanding, exaggeration or selective memory.

That is why Grusch’s testimony attracted attention without automatically resolving the question. His position and credentials made the allegations more significant than anonymous internet stories, but the public evidence still remained largely one step removed from the alleged events themselves. [The Guardian]theguardian.comThe GuardianUS conducted 'multi-decade' secret UFO program, ex-…26 Jul 2023 — On Wednesday, Grusch repeated some of those claims – alt…

Hearsay test illustration 3

The Credibility Test at the Centre of the Kirkpatrick Debate

The disagreement ultimately reveals different assumptions about how extraordinary claims should be evaluated.

Supporters of disclosure often argue that multiple classified sources, formal whistleblower procedures and congressional interest are sufficient reasons to take allegations seriously while investigations continue. They view second-hand testimony from cleared insiders as a legitimate starting point, especially when discussing secret programmes. [docs.house.gov]docs.house.govHHRG 118 GO12 Wstate ShellenbergerM 20241113The United States Department Of Defense And The…13 Nov 2024 — members of Congress and staffers have heard from individuals claiming fi…

Kirkpatrick’s position was closer to a verification model. Testimony, regardless of rank or clearance, generated investigative leads rather than conclusions. In that framework, a claim remains unproven until records, materials, programme evidence or directly verifiable witnesses support it. U.S. Department of War [The American Legion]legion.orgThe American Legion'No credible evidence' of UFO activity has been found…20 Apr 2023 — “I state clearly for the record that in our re…

Neither standard fully solves the problem.

If investigators demand public physical proof before taking classified allegations seriously, genuine wrongdoing could remain hidden. If investigators accept repeated insider testimony as sufficient proof, rumours and misconceptions can become entrenched as apparent fact.

The Grusch-AARO conflict therefore became a test case for a broader question that extends beyond UFOs: when claims involve secrecy, compartmented access and national security restrictions, how much weight should be given to credible people reporting what they were told, rather than what they directly witnessed? For Sean Kirkpatrick’s critics, AARO set the evidential bar unrealistically high. For his defenders, that high bar was precisely the point. Until direct witnesses, documents or physical evidence emerge publicly, the debate remains centred on the limits of second-hand testimony rather than on proof of the underlying claims themselves.
