- Whether Grusch genuinely interviewed sources who claimed direct access.
- Whether those sources were themselves accurate.
Those are not the same issue.

The Circular Reporting Problem

This problem is significant because apparent corroboration can be misleading.
Imagine five witnesses independently describing a hidden programme. If all five learned the story from the same original source, investigators do not have five independent confirmations. They effectively have one source repeated five times.
Supporters of Grusch reject the idea that all relevant testimony came from a small circle. The difficulty is that most of those alleged direct witnesses remain unidentified publicly, making independent assessment impossible for outside observers.
Why Classified Channels Complicate Public Judgement
The strongest argument in favour of taking second-hand testimony seriously is that genuinely classified programmes cannot be exposed through ordinary public evidence.
If a witness reveals classified names, locations, contracts or technical details publicly, they may face legal consequences. As a result, whistleblower systems exist precisely because sensitive information often cannot be disclosed openly.
Grusch and his supporters have repeatedly argued that much of the relevant evidence was provided through protected government channels rather than public media appearances. However, secrecy creates a symmetrical problem.
The public cannot independently verify what has supposedly been provided behind closed doors. A claim that “evidence exists but remains classified” may be true, partly true or completely mistaken. Outsiders lack the information needed to judge.
This is one reason the Grusch-AARO dispute became so polarised. Both sides could appeal to information unavailable to the public:
- Grusch could argue that crucial evidence remained classified.
- AARO could argue that classified investigations failed to confirm the claims.
The audience was left evaluating competing assertions about evidence that it could not directly examine.
Why Direct Witnesses Usually Carry More Weight
In most investigative fields, evidence is often ranked according to proximity.
A rough hierarchy looks like this:
- Physical evidence with documented chain of custody.
- Documents whose authenticity can be verified.
- Direct witnesses describing personal observation.
- Contemporary records of witness testimony.
- Second-hand testimony.
- Rumour and unattributed claims.
The hierarchy does not mean second-hand testimony is worthless. Many major investigations begin with hearsay. Intelligence agencies, police services and congressional investigators regularly pursue leads generated by indirect reporting.
The issue is confidence.
A direct witness can be questioned about what they personally saw, when they saw it and how they know it. A second-hand witness can only describe what someone else told them. Every additional layer introduces opportunities for misunderstanding, exaggeration or selective memory.
That is why Grusch’s testimony attracted attention without automatically resolving the question. His position and credentials made the allegations more significant than anonymous internet stories, but the public evidence still remained largely one step removed from the alleged events themselves. Neither standard fully solves the problem.
If investigators demand public physical proof before taking classified allegations seriously, genuine wrongdoing could remain hidden. If investigators accept repeated insider testimony as sufficient proof, rumours and misconceptions can become entrenched as apparent fact.
The Grusch-AARO conflict therefore became a test case for a broader question that extends beyond UFOs: when claims involve secrecy, compartmented access and national security restrictions, how much weight should be given to credible people reporting what they were told, rather than what they directly witnessed? For Sean Kirkpatrick’s critics, AARO set the evidential bar unrealistically high. For his defenders, that high bar was precisely the point. Until direct witnesses, documents or physical evidence emerge publicly, the debate remains centred on the limits of second-hand testimony rather than on proof of the underlying claims themselves.
