Introduction
One of the central arguments around the Advanced Aerospace Weapon System Applications Program (AAWSAP) is whether it was fundamentally an aerospace threat-analysis contract that later drifted into UFO investigations, or whether UFO research was always an implicit goal hidden behind more conventional defence language.
That question matters when assessing the credibility of figures such as Colm Kelleher. If AAWSAP was formally designed to study future aerospace threats but was later expanded by contractors into broader paranormal and UFO territory, then government funding does not automatically validate every claim that emerged from the programme. If, however, UFO investigation was understood from the beginning by key officials and contractors, then the gap between the official contract language and the programme’s actual activities becomes a story about bureaucratic framing rather than mission drift.

The Defence Intelligence Agency solicitation described the programme as an effort to understand potential breakthrough aerospace technologies that could affect future military threats through approximately 2050. Areas listed for study included lift, propulsion, control systems, power generation, materials, signature reduction, human effects, human-machine interfaces and related technologies. What AARO says BAASS actually investigated

The Pentagon’s All-domain Anomaly Resolution Office (AARO) stated in its 2024 historical review that investigation of UFOs or UAPs was “not specifically outlined” in the contract statement of work. However, the report also states that the contractor nevertheless conducted UFO research with support from the DIA programme manager. AARO further stated that AAWSAP-linked activities expanded into investigations at Skinwalker Ranch in Utah, including reports involving alleged paranormal experiences, “shadow figures”, claimed consciousness-related effects and other anomalous phenomena. This distinction is crucial for understanding Kelleher’s position.
Kelleher has long been associated with both BAASS and Skinwalker Ranch research. Supporters of AAWSAP often argue that anomalous aerial reports naturally belonged within a programme tasked with identifying revolutionary aerospace capabilities. For Kelleher, the mission-drift debate produces a mixed credibility assessment rather than a simple verdict.

The more difficult question concerns the UFO and anomalous investigations that became associated with the programme.
AARO’s review does not support the idea that the original contract was openly established as a dedicated UFO-retrieval or alien-technology programme. At the same time, AARO acknowledges that UFO investigations were in fact conducted within the contractor effort. The result is a middle position: BAASS’s UFO work was real, but the documentary record leaves room for debate about whether that work reflected the programme’s intended purpose or an increasingly expansive interpretation by contractor personnel and supportive officials.
