That environment naturally created demand for specialists such as Taylor.
Many of the incidents under review involved military sensors rather than simple eyewitness accounts. Analysts had to consider questions such as:
- Whether multiple sensors were observing the same object.
- Whether radar tracks and visual observations matched.
- Whether electronic warfare systems could create misleading signatures.
- Whether apparent flight performance reflected actual movement or sensor interpretation.

Seen through that lens, Taylor’s participation is not surprising. His academic background and defence-related technical work made him a plausible candidate to assist with interpretation of difficult aerospace data. Whether one agrees with his later public views on UFOs is a separate question from whether the UAPTF would have found technical expertise useful.
Where intelligence conclusions remained separate
The strongest evidence for the boundary between Taylor’s role and official intelligence authority comes from the structure of the UAPTF process itself.

That matters because intelligence assessments are normally institutional products. Even influential subject-matter experts contribute to them without personally controlling the final wording.
The same pattern appeared when public controversy emerged over Taylor’s role. After congressional hearings and public debate about specific UAP cases, the Pentagon emphasised that Taylor had not been performing intelligence analysis and that the task force stood by the conclusions publicly presented by defence officials.
