For readers assessing Lacatski’s credibility, the distinction matters. KONA BLUE demonstrates that his concerns and those of his associates were taken seriously enough to enter a formal bureaucratic process. It does not, by itself, demonstrate that recovered craft existed.
What a prospective SAP can and cannot prove

Why no material transfer is the critical fact
