Introduction

The important point is that these explanations do not eliminate the safety issue. A drone operating where it should not be can still create a serious hazard. A balloon drifting through sensitive airspace can still trigger military responses. A radar return incorrectly interpreted as a high-performance object can still influence operational decisions.
Kirkpatrick often highlighted sensor artefacts as a particularly underappreciated factor. Why Data Quality Is Often the Real Problem
