Supporters therefore see a continuity between Ramirez’s professional background and his public interest in UAP. Because Ramirez frequently speaks about secrecy, compartmentation and information silos, some supporters believe his career gives him insight into how sensitive programmes can remain hidden even inside government. The argument is not that he necessarily saw a UAP retrieval programme. Rather, supporters contend that someone who spent decades around compartmented intelligence structures may have a realistic understanding of how information can be restricted and distributed on a need-to-know basis.

This is the point where sceptics push back most strongly. The most defensible supporter position is comparatively modest.

The limitation is equally important. Counterproliferation credentials may strengthen the argument that Ramirez is worth hearing. They do not, by themselves, establish that his more exotic conclusions are true. The gap between professional experience and proof remains the central unresolved issue in assessing how much weight his UAP claims should carry.
