The key point often lost in public discussion was that AARO’s case count measured reports entering the investigative system, not confirmed anomalies.

When Senator Kirsten Gillibrand asked for updated numbers, Kirkpatrick stated that AARO was tracking “over 650 cases”. He immediately framed those reports as a mixed collection requiring sorting, categorisation and further analysis. How The Number Grew From Earlier Public Counts

Another reason the figure attracted attention was that it appeared much larger than previous official totals.

The January 2023 ODNI annual report described 510 UAP reports as of 30 August 2022. Those 510 consisted of the original 144 incidents discussed in the 2021 preliminary assessment plus hundreds of newly reported or newly discovered cases. By April 2023, AARO had received additional reports and continued integrating data from multiple government sources. The jump from 510 to more than 650 therefore did not necessarily indicate a sudden wave of extraordinary sightings. It reflected an expanding reporting pipeline, increased awareness of AARO, and the continued collection of historical and newly submitted incidents. In other words, the growth in case numbers demonstrated that more reports were reaching investigators. It did not automatically demonstrate that more unexplained phenomena were occurring.

Why Unresolved Did Not Mean Extraordinary

The largest source of confusion was the assumption that an unresolved case was evidence for something extraordinary.

Kirkpatrick repeatedly pushed back against that interpretation. During the hearing he stated that AARO had found no credible evidence of extraterrestrial activity, off-world technology or objects that violated known physics. An aviation investigator, intelligence analyst or accident examiner can leave a case unresolved for many reasons:

  • Video may be too short or low quality.
  • Radar information may be missing.
  • Witness accounts may conflict.
  • Supporting contextual data may not be available.

An unresolved file therefore does not automatically become evidence for a remarkable explanation. It simply remains insufficiently understood.

The 2022 ODNI report illustrated this principle. Of the 366 newly examined reports, many were ultimately associated with balloons, drones or clutter, while others remained uncharacterised pending further analysis. The Difference Between Priority Cases And The Total Dataset

Public discussion often blurred another distinction that Kirkpatrick tried to maintain: the difference between all reported cases and the smaller subset considered most worthy of intensive investigation.

Not every entry in the database represented an equal mystery or national-security concern. AARO triaged reports, giving greater attention to incidents involving sensitive military areas, multiple sensor systems, unusual behaviour or stronger supporting evidence. As a result, hearing “650 cases” could create the misleading impression that investigators were facing 650 equally compelling anomalies. In reality, the database contained a spectrum ranging from likely mundane objects to genuinely unresolved events requiring deeper study.

That distinction is common in intelligence work. Large databases often contain many reports, while only a smaller percentage receive sustained analytical attention.

How The Figure Shaped Kirkpatrick’s Credibility

The 650-case figure had mixed effects on perceptions of Kirkpatrick.

Supporters viewed the testimony as evidence that he was being transparent about the scale of the reporting problem. Rather than minimising the issue, he acknowledged a substantial workload while explaining why large numbers alone should not be treated as proof of extraordinary phenomena. For that reason, the statistic became a useful example of how UAP numbers can be misunderstood. A large investigative database sounds dramatic, but its evidential meaning depends on how many cases are resolved, how many remain open because of missing data, and how many survive detailed analysis as genuinely anomalous.
