Yet proximity only proves a limited set of facts:

  • It suggests Doty may have understood counterintelligence practices.
  • It suggests he operated within a security-conscious environment.
  • It supports the possibility that he encountered classified or sensitive information.

That is why sceptics view some supporter arguments as overstated. The problem is evidential rather than theoretical. Publicly available documentation verifies AFOSI’s existence and mission, but it does not independently verify many of Doty’s later claims about the scope of his access. Researchers therefore face a gap between what is institutionally plausible and what has been demonstrated.

Viewed this way, institutional context becomes a form of circumstantial evidence. It does not establish the truth of extraordinary claims, but it does provide a reason to examine them rather than dismiss them outright.

The strongest supporter position is therefore not “Doty had access, therefore aliens are real”. Instead, it is “Doty worked close enough to military secrecy that his descriptions of how information was managed may contain useful insight even when individual UFO claims remain unproven”.

The central issue remains unresolved because the two sides are often arguing about different things.

As a result, AFOSI proximity is best understood as a credibility factor rather than a credibility solution. It explains why Richard Doty remains relevant in UFO discussions decades after his service. It does not settle whether the extraordinary claims attached to that relevance are true.

That distinction is what keeps Doty in a unique category.
