Introduction
John Ramirez often presents his UFO and UAP claims as being informed by his past intelligence career, sometimes implying access to information streams, briefings, conversations or institutional knowledge unavailable to the public. The key credibility question is not whether Ramirez worked in US intelligence, but whether official investigations support the stronger conclusions he draws from that background.

What AARO says about extraterrestrial technology evidence
The most important contrast between AARO and Ramirez is not whether unexplained sightings exist. Both sides accept that unusual reports occur. The disagreement concerns what those reports mean.
In March 2024, AARO released the first volume of its historical review of US government UAP investigations. After examining historical programmes, classified and unclassified records, interviews and allegations of secret recovery efforts, the office stated that it found no evidence that government investigations had confirmed extraterrestrial technology. That position does not prove extraterrestrial technology does not exist. It is a narrower claim. AARO is saying that, based on the evidence available to the office, it has not verified such claims. Supporters of Ramirez respond in several ways:
- They argue that genuinely sensitive programmes would remain hidden even from AARO.
- They suggest compartmentalisation may prevent investigators from accessing the most restricted information.

Sceptics counter that these arguments effectively move the evidence beyond independent verification.
