The enacted provisions required the National Archives and Records Administration (NARA) to establish a dedicated UAP Records Collection. In other words, the strongest disclosure ambitions were diluted, but the government still created a formal records-management system specifically for UAP material.

The archives requirement was a genuine policy change

The most concrete achievement of the legislation was not disclosure itself but the creation of disclosure obligations.

NARA subsequently issued guidance directing agencies to review, identify and organise UAP records in their possession. The law required agencies to prepare those materials for transmission into the new UAP Records Collection. By 2025 and 2026, the National Archives had begun publicly releasing and cataloguing UAP-related records under a dedicated record group. This may sound bureaucratic, but records systems often shape what investigators, journalists and congressional staff can actually examine. A document that remains buried across multiple agencies is difficult to evaluate. A document that must be identified, catalogued and transferred becomes easier to locate and challenge.

The practical significance of the law was therefore procedural rather than revelatory:

None of those steps prove Grusch’s allegations. They do, however, create mechanisms that future investigators can use to test them.

Why records review matters for Grusch’s credibility

The strongest argument in Grusch’s favour is not that Congress proved his claims. Congress did not.

Instead, supporters point out that lawmakers from both parties considered the allegations serious enough to justify formal transparency measures. The records legislation reflected concern that oversight gaps might exist and that Congress needed a clearer picture of historical UAP activity. Supporters of Grusch respond that records-review systems exist precisely because official conclusions can be challenged. At the same time, the creation of those mechanisms did not verify claims about recovered non-human craft, biologics or secret reverse-engineering programmes.
