Introduction
KONA BLUE became one of the most discussed documents in the debate around David Grusch because, at first glance, it appeared to contain exactly the kind of paperwork many UFO disclosure advocates had long argued must exist: references to recovered technology, biological material, compartmented access, and a proposed government programme built around highly unusual claims. Yet AARO, the Pentagon’s All-domain Anomaly Resolution Office, presented KONA BLUE as evidence for almost the opposite conclusion. Its argument was that official-looking paperwork can document beliefs, proposals and ambitions without proving that the underlying claims were true. In AARO’s view, KONA BLUE illustrates a “paperwork trap” in which the existence of classified documents is mistaken for proof that recovered alien technology actually existed. For readers assessing Grusch’s credibility, KONA BLUE matters because it sits at the intersection of two competing narratives. Supporters see it as corroboration that serious officials pursued alleged crash-retrieval claims inside government channels. Sceptics point to the same documents as proof that people can build official programmes around assumptions and rumours that never become verified facts. What KONA BLUE was said to show
When AARO publicly released KONA BLUE material in 2024, many observers focused on the language contained in the proposal documents. The programme was described as a prospective Special Access Program connected to investigations of advanced aerospace technology and alleged non-human materials. Some of the documentation referred to collecting testimony from former officials regarding advanced technology, biological samples and purported hidden programmes. To believers, that looked significant for a simple reason: government officials do not normally create compartmented programme proposals for ordinary subjects. The very existence of paperwork discussing recovered technology and biological material appeared, to some readers, to support claims that insiders had been pursuing crash-retrieval allegations long before David Grusch entered public view. This is where the debate often becomes confused. The documents undeniably existed. The proposal was real. The discussions were real. The interest among some officials was real. What remained disputed was whether the claims motivating those documents were based on actual recovered material or on the belief that such material existed somewhere else in the system. AARO argued strongly for the second interpretation. AARO’s account of the proposed programme
According to AARO’s historical review, KONA BLUE originated after the Defence Intelligence Agency’s Advanced Aerospace Weapon System Applications Program (AAWSAP), sometimes linked in public discussion to AATIP, was terminated. Individuals associated with that earlier effort sought to establish a new Department of Homeland Security programme that would continue similar lines of investigation under a higher level of protection. AARO stated that KONA BLUE was never a functioning crash-retrieval operation. Instead, it was a proposed Special Access Program, technically a Prospective Special Access Program, that was submitted for approval but ultimately rejected by senior DHS leadership. The proposal gained some initial support and was formally considered, but officials later concluded that the justification was insufficient and terminated the effort before it became an operational programme. AARO’s account is unusually explicit on several points:
- KONA BLUE was proposed but never fully established as an active Special Access Program. [aaro.mil]aaro.milDHS Kona Blue5 Feb 2024 — All DHS documents associated with the KONA BLUE PSAP are declassified and approved for public release. • The strike-out meth…
- It received no operational funding as an approved programme.
- No extraterrestrial craft or biological remains were transferred into its custody.
- No recovered material was collected under the programme.
- The programme was terminated because decision-makers judged the case for it to be inadequate. [AARO]aaro.milAARO HomeHas the Department found any evidence of extraterrestrial technology? This distinction is central to AARO’s sceptical interpretation. The office argues that the proposal documents demonstrate that some officials believed hidden technologies existed and wanted a secure framework to investigate them. AARO says the documents do not demonstrate that those technologies were ever found. The paperwork trap: why the documents look stronger than they are
KONA BLUE is important because it highlights a recurring problem in UFO disclosure debates: readers often treat bureaucratic documentation as evidence for the underlying claim rather than evidence that someone believed the claim.
In ordinary government work, proposals, concept papers and draft programmes are produced constantly. A document proposing a counter-terrorism initiative does not prove the threat exists at the level described. A proposal for a weapons programme does not prove the weapon works. It proves that officials considered the possibility seriously enough to generate paperwork.
AARO argues that KONA BLUE falls into this category. The office concluded that advocates of the programme were already convinced that the US government possessed hidden UAP technologies and that establishing KONA BLUE would help bring those alleged materials under formal oversight. The proposal was therefore built on an assumption rather than on verified possession of recovered craft. [U.S. Department of War]media.defense.govDOPSR 2024 0263 AARO HISTORICAL RECORD REPORT VOLUME 1 2024Department of WarAARO Historical Record Report Volume 18 Mar 2024 — ”114 KONA BLUE traces its origins to the DIA-managed AAWSAP/AATIP pro…
One of the most important passages in AARO’s historical report states that no extraterrestrial craft or bodies were ever collected and that the material was only assumed to exist by programme advocates and anticipated contractors. The report repeatedly frames KONA BLUE as an effort driven by belief in hidden programmes rather than by confirmed access to recovered technology. [U.S. Department of War]media.defense.govDOPSR 2024 0263 AARO HISTORICAL RECORD REPORT VOLUME 1 2024Department of WarAARO Historical Record Report Volume 18 Mar 2024 — ”114 KONA BLUE traces its origins to the DIA-managed AAWSAP/AATIP pro… [Wikisource]en.wikisource.orgSection 2programs that are not related to extraterrestrial technology exploitation; or resolve to an unwarranted and disestablished program. That is the essence of the paperwork trap. A reader sees a classified proposal mentioning biological samples and advanced technology and concludes that the government must already possess them. AARO’s counterargument is that the paperwork records expectations about what supporters hoped to find, not evidence that the items existed. [AARO]aaro.milHistory and Origin of KONA BLUE FINAL 508AAROHistory and Origin of KONA BLUEApril 16, 2024 — AARO traced the origin of the proposal for KONA BLUE to the Advanced Aerospace. Weapo…
Why this matters for assessing David Grusch
KONA BLUE neither cleanly validates nor completely destroys Grusch’s broader credibility. [aaro.mil]aaro.milDHS Kona Blue5 Feb 2024 — All DHS documents associated with the KONA BLUE PSAP are declassified and approved for public release. • The strike-out meth…
On one hand, the documents show that government-connected figures were discussing alleged retrieval programmes years before Grusch became public. That weakens the idea that such narratives appeared suddenly in 2023. It also demonstrates that some officials and contractors genuinely believed hidden aerospace technology programmes existed and attempted to create structures to investigate them. [U.S. Department of War]media.defense.govDOPSR 2024 0263 AARO HISTORICAL RECORD REPORT VOLUME 1 2024Department of WarAARO Historical Record Report Volume 18 Mar 2024 — ”114 KONA BLUE traces its origins to the DIA-managed AAWSAP/AATIP pro…
On the other hand, AARO presents KONA BLUE as an example of how sincere belief can circulate through official channels without producing verifiable evidence. The office’s position is that interviewees repeatedly pointed investigators toward programme names, compartments and documents that sounded explosive but ultimately traced back to proposed efforts, misunderstandings, rumours, or programmes that never possessed the extraordinary material being discussed. [U.S. Department of War]media.defense.govDOPSR 2024 0263 AARO HISTORICAL RECORD REPORT VOLUME 1 2024Department of WarAARO Historical Record Report Volume 18 Mar 2024 — ”114 KONA BLUE traces its origins to the DIA-managed AAWSAP/AATIP pro…
This matters because Grusch’s public case relies heavily on testimony from people who told him about alleged retrieval and reverse-engineering activities. KONA BLUE offers a concrete example of how official documents can exist around those claims without independently proving them. AARO uses it as a cautionary case study: a programme proposal can be real, classified and bureaucratically complex while the extraordinary premise behind it remains unverified. [AARO]aaro.milDHS Kona Blue5 Feb 2024 — All DHS documents associated with the KONA BLUE PSAP are declassified and approved for public release. • The strike-out meth…
What KONA BLUE does and does not establish
The strongest evidence provided by KONA BLUE is not that alien craft were recovered. It is that some government and contractor personnel were serious enough about such claims to seek protected channels, special-access structures and congressional support for investigating them. [AARO]aaro.milAARO Historical Record Report Vol 1 2024AARO_Historical_Record_Repor…6 Mar 2024 — Results: Project SAUCER did not find evidence of extraterrestrial technology. Project SIGN (J…
The weakest inference readers can make is that the proposal itself proves recovered non-human technology existed. AARO’s released records specifically dispute that conclusion and state that no material was ever transferred into the proposed programme. [AARO]aaro.milUAP Records/Information Papers13 Feb 2026 —… KONA BLUE program from interviews conducted as part of its historical review. As a result, KONA BLUE occupies an unusual position in the Grusch debate. It is neither a simple debunking document nor a smoking gun. It confirms that parts of the government seriously entertained allegations about hidden aerospace technology. It does not confirm that those allegations were true. The gap between those two points is precisely why AARO highlighted KONA BLUE as an example of how official paperwork can appear to validate extraordinary claims while actually documenting only the existence of belief, planning and bureaucratic advocacy.
