For sceptics, Kona Blue became a revealing example. It suggested that even some insiders advocating extraordinary claims were working from beliefs that investigators could not substantiate.

That does not automatically disprove Ramirez or every disclosure advocate. Government investigations can be incomplete, mistaken or limited by access.
