Why the 2009 request matters
In June 2009, Senate Majority Leader Harry Reid wrote to Deputy Secretary of Defense William Lynn asking that the programme be placed within a restricted Special Access Program, or SAP. Why the special access programme was not approved
The most significant part of the record is not the request itself but the response.
A DIA review completed in November 2009 examined Reid’s proposal and concluded that the agency could not find sufficient justification for creating a restricted SAP around the programme. They do not show that officials verified paranormal claims associated with Skinwalker Ranch investigations. They do not show acceptance of alien visitation claims. They show concern with advanced aerospace threats, intelligence collection and programme security. That distinction becomes especially relevant when evaluating figures such as Kelleher, who later discussed subjects ranging from UAP incidents to far more controversial paranormal reports. What the episode means for assessing Colm Kelleher
