The Garry Reid Memorandum

One of the most frequently cited documents supporting Elizondo’s position is a memorandum associated with Garry Reid, a senior Defence Department official who oversaw intelligence and security matters.

If that interpretation is correct, it creates an unusual problem:

  • A person might genuinely coordinate or lead continuing UAP-related work.
  • Yet that same person might not possess formally assigned duties within an officially recognised programme called AATIP because the programme no longer existed in a conventional bureaucratic sense.

This does not prove Elizondo’s account. It does, however, explain why both sides can point to apparently contradictory evidence.
