That conclusion does not automatically prove Elizondo is wrong. It does, however, establish the central evidential dispute. The Kona Blue discussion illustrates how AARO approached controversial claims. Rather than treating every reference to a recovery effort as evidence of a hidden programme, investigators attempted to determine whether the programme actually existed, whether it received approval and whether supporting evidence was authentic.
