Introduction

The 1983 meeting between Richard Doty and investigative journalist Linda Moulton Howe remains one of the most revealing episodes in Doty’s UFO history because it shows how claims can appear highly persuasive without producing evidence that can later be checked. Long before Project Serpo spread through anonymous internet posts and insider-style email leaks, Doty was already presenting extraordinary stories under controlled conditions: restricted access, apparent official authority, classified settings, and documents that could be viewed but not independently verified.

Howe Meeting illustration 1 For supporters, the meeting suggested that government insiders were quietly confirming a hidden UFO reality. For critics, it became an early example of what later came to be called “insider theatre” — the creation of an atmosphere of privileged access that encourages belief while leaving little behind that can be authenticated. The encounter matters because many themes that later appeared in Serpo, Majestic-12 stories, and wider UFO conspiracy culture were already present in miniature during Howe’s visit to Kirtland Air Force Base. The Kirtland Air Force Base Encounter

In April 1983, Linda Moulton Howe travelled to Kirtland Air Force Base in New Mexico after being told that Air Force Office of Special Investigations personnel might provide information relevant to her UFO research and documentary work. According to Howe’s account, Richard Doty escorted her into a secure area and presented her with documents that he said came from highly classified government sources. The presentation was carefully structured. Howe has consistently said that she was shown material inside a plain manila folder and instructed that she could read it but could not copy it, photograph it, or take notes. The documents allegedly described crashed UFOs, recovered extraterrestrial entities, secret government programmes, and high-level management of alien-related information. Elements associated with later Majestic-12 mythology were reportedly included. A civilian journalist was being shown purportedly secret material inside a military intelligence [Wikipedia]WikipediaUFO conspiracy theoriesUFO conspiracy theories environment by a serving Air Force counter-intelligence figure. Even before considering whether the documents were genuine, the circumstances naturally implied authenticity. That implication became part of the message.

One of the important credibility questions is that the power of the meeting did not come primarily from the documents’ contents. It came from the context in which they were shown. Readers were expected to infer that material presented inside a secure Air Force facility by an intelligence-linked source must have originated from official channels. Yet that inference was never independently demonstrated. Restricted Viewing and Missing Records

The most striking feature of the episode is not what Howe saw but what she could not take away.

By her own description, the material could be viewed only under supervision. No original records entered the public domain through the meeting. No chain of custody was established. No authenticated archival source was identified. No verifiable classified document was later declassified that matched the alleged briefing papers. The encounter therefore produced testimony about documents rather than documents themselves. This distinction became increasingly important as researchers attempted to evaluate the claims years later. If a source provides a document, investigators can analyse paper trails, formatting, signatures, provenance, distribution records, and archival history. If a source merely allows someone to read a document under controlled conditions, almost all of those checks disappear.

Critics argue that this structure is precisely what made the meeting so effective. It generated a powerful first-hand experience for the witness while leaving little material that outside investigators could test. The witness becomes the evidence. That does not automatically mean the information was false, but it significantly weakens independent verification.

Later scrutiny added further complications. Researchers examining the evolution of Majestic-12 and related UFO documents found recurring problems involving provenance, formatting anomalies, questionable sourcing, and apparent links to disinformation campaigns. Some investigators concluded that material shown to Howe was either fabricated or part of a broader intelligence-related manipulation effort directed at UFO researchers. Doty’s Later Admissions Changed the Context

For many years, debate centred on whether Howe had accurately described the meeting and whether Doty had actually shown her the material she described.

A significant shift occurred when Doty later acknowledged that false information had been supplied to UFO researchers during his Air Force years. Accounts of his later statements include an admission that Howe received at least some inaccurate information from official channels. In one widely cited summary, Doty reportedly stated: “We gave Linda… some bad information.” [Wikipedia]WikipediaUFO conspiracy theoriesUFO conspiracy theories

That admission did not settle every detail. It did not establish exactly which claims were fabricated, who authorised particular actions, or whether every element shown to Howe was invented. However, it altered the burden of proof.

After a source admits that disinformation was distributed, claims originating from that source face a much higher credibility threshold. The question is no longer whether deception was possible. The source himself has acknowledged that deception occurred in at least some form. This is one reason the Howe meeting remains important in assessments of Doty’s reliability. Even researchers who remain open to the possibility of hidden UFO programmes often treat the episode cautiously because it demonstrates a documented mixture of insider access claims and admitted misinformation.

How the Episode Foreshadowed Serpo

The meeting is often remembered as a precursor to later Project Serpo narratives because the communication method was remarkably similar.

Years before Serpo emerged online through anonymous messages and purported insider leaks, the basic structure was already visible:

  • An intelligence-linked source claimed access to extraordinary secret knowledge.
  • The information involved alien contact and hidden government programmes.
  • Verification depended largely on trust in the intermediary.
  • Supporting records remained inaccessible or unavailable.
  • The story expanded through retellings rather than through independently authenticated documentation. These ideas appeared before the internet-era Serpo narrative became widely known. That does not prove Serpo originated directly from the 1983 meeting, but it shows that several of its core themes were already circulating within the same information ecosystem. The continuity matters because it suggests that Serpo did not emerge from a sudden disclosure of new evidence. Instead, it appeared within a pre-existing network of stories involving secret briefings, unnamed insiders, alien diplomacy, and inaccessible records.

Why the Manila Folder Still Matters

The lasting significance of the Howe meeting is not that it proved a government UFO cover-up. The available evidence does not support that conclusion.

Its importance lies in how it illustrates a recurring pattern in UFO disclosure culture. An apparently authoritative insider provides dramatic information in a setting designed to signal authenticity. The recipient experiences something that feels direct and privileged. Yet when investigators later attempt to verify the claims, they discover that the critical evidence was never available for independent examination.

That pattern became increasingly visible in later Richard Doty-related controversies, including claims surrounding Majestic-12 materials and Project Serpo. The 1983 encounter therefore functions less as evidence for alien contact than as a case study in how belief can be shaped through controlled access, institutional symbolism, and selective disclosure. For assessing Doty’s credibility, the Manila folder remains a cautionary example. It demonstrated how persuasive an insider narrative can be when surrounded by secrecy, while also demonstrating how little such a narrative ultimately proves when the records themselves cannot be independently examined.
